Android Device Manager lock not working

I'm on 6.0.1 and find when I lock my nexus 7 2013, with admin privs, via the app or site on another tablet, the screen goes off but I can turn it on again, the password lock doesn't work at all!
This seems bonkers as androidlost's similar functionality works fine, but G's own tool doesnt. Any solution?
