Gps not working E911

Hi guys.
Im on s. Rom costume rom, im trying to use navigation app (waze) but it say unknown location gps not available.
Under settings/ location it give E911 .
Anyone know why this happened? How to fix it any tip would be helpfull as the rom developer is not answering in rom thread
