Sim unlock not working/impossible

I am trying to unlock my old Z. I've found IMEI and tried several different providers, anyhow all of them says the IMEI can't be found or unlock code can't be found. I am not sure what's up? Have you seen something like this? Is there any chance to unlock it? BTW - i have 1 more try so i do not want to risk...
